There has long been considerable interest in how to promote democracy. Little academic literature has considered the attempts to promote best practices informationally via gray literature.

This new article seeks to address this. It uses mixed methods (download data from a major IGO and process tracing) to provide a model for understanding how documents on ‘best practices’ are diffused and used globally.
